Kelly vetoes bill limiting powers of health authorities

Gov. Laura Kelly on Friday vetoed a bill that limits the power of the state health secretary to prevent the introduction or spread of an infectious disease without probable cause.

The bill allows someone to challenge the secretary's decision in court within 30 days of the health order being issued.

The bill also bans counties, joint boards of health or local health officers from prohibiting public gatherings in order to stem the spread of infectious diseases.

Kelly said she wouldn't sign a bill that steps on the ability . . .
