Newly elected House Minority Leader Tom Sawyer said Monday it's questionable whether state Rep. Michael Capps should serve after being accused of emotionally abusing children.

State child welfare investigators raised "some very, very serious concerns" when they examined accusations that Capps had "inappropriate contact" with two children as a volunteer for Court Appointed Special Advocates of Sedgwick County.
