House panel approves text-message disclosure

A bill that would prevent mystery text messages like those that went out during the election on the abortion amendment moved out of a House Committee on Tuesday.

The House elections committee signed off on a bill that would require paid-for disclosures on text messages for constitutional amendments after two controversial communications went out during last year's campaign on the Value Them Both campaign.

The bill also would extend the disclosure requirement to text messages sent out expressly advocating for the election or defeat of a candidate in second- and third-class cities.
