A House panel on Thursday rewrote a proposed 10-year transportation bill that departs markedly from one crafted by state senators.
Republican House members on the Appropriations Committee reworked the plan that had been developed by Gov. Laura Kelly's administration in the months leading up to the start of this year's session.
The committee passed the bill out to the full House over the objections of Democrats who were angry over changes that neither they nor the transportation secretary had seen until Thursday.
