Gov. Laura Kelly's administration on Tuesday declared a staffing emergency for the El Dorado corrections facility, site of two prison uprisings since 2017.
“It's absolutely critical at this point that we do this," Kelly said shortly before addressing a group of state employees Tuesday.
"The shortage there is really a huge safety, security issue," Kelly said. "It's not something anybody wanted to do, but it had to be done."
