Gov. Laura Kelly is seeking a ruling about whether a corrections health care provider that employs a former member of her administration can bid on a state contract.
Kelly has asked for a debarment proceeding to determine whether VitalCore Health Strategies should be excluded from submitting a proposal to provide health care services to the state's prisons.
VitalCore employs former acting Corrections Secretary Roger Werholtz, state correspondence shows.
At issue is whether Werholtz took action during his time as secretary - shortening the length of the contract with the current contractor, for instance - that raises ethical concerns in the awarding . . .
