The Kansas Senate on Wednesday approved a constitutional amendment intended to rein in rogue bureaucrats from writing policy into administrative rules and regulations.
The Senate voted 27-12 to pass the amendment, which would go on the general election ballot this fall. It already passed the House 85-39.
