The American Bar Association has given its top rating to Kansas public defender Rich Federico, whose been nominated for a seat on the U.S. 10th Circuit Court of Appeals.
The bar assigned a "well qualified" rating to Federico, a federal public defender with a deep military legal background who once represented Guantanamo detainees charged with war crimes. The rating was unanimous.
