Senate passes bill addressing opposition to World Cup disaster declaration

The Kansas Senate on Thursday approved a bill that would serve as an alternative to a disaster declaration that Gov. Laura Kelly’s administration said was legally necessary to ensure the state can prepare and respond effectively to an emergency at World Cup events.

The Senate voted 38-2 to pass a bill allowing the governor to issue a proclamation for an “extraordinary event” that would draw a significant number of visitors to the state and burden . . .
