Kansas has among the lowest individual campaign contribution limits in the country, the head of a group that advocates for political free speech told lawmakers Thursday.
David Keating, president of the Institute for Free Speech, told the House elections committee that only four states had lower campaign contribution limits for governor than Kansas and only five states are lower than Kansas for Senate and House races.
