The Kansas House tentatively approved a constitutional amendment empowering the Legislature to reject rules and regulations adopted by executive branch agencies.
The House voted 77-42 to give first-round approval to the amendment, which is aimed at "bureaucrats" who lamakers say use rules and regulations to make law and skirt the purview of the Legislature.
The bill only needed 63 votes for approval on Wednesday but it will need 84 votes - or a two-thirds majority - when it comes up for final approval as early as Thursday . . .
