State Finance Council approves $275,000 settlement in prison killing

The governor and leading lawmakers on Tuesday approved a mediated settlement of $275,000 in a lawsuit stemming from a fatal attack on an inmate at the Lansing Correctional Facility, a state official said.

The State Finance Council approved the settlement to the daughter and brother of Gary Lee Raburn, who was fatally strangled Jan. 6, 2023, by another inmate serving time for beating an 82-year-old priest. The plaintiffs had been seeking $5 million in damages.
