State utility regulators on Tuesday fined AT&T $60,000 for failing to locate its underground lines for excavators before they started digging, a problem that may be more widespread than the concentrated number of violations found in this case.

The Kansas Corporation Commission issued an order Tuesday levying a fine for 60 violations of the state's Underground Utility Damage Prevention Act.
