A federal court case that Gov. Laura Kelly's administration has relied on in refusing to turn over personal information about food-assistance recipients to the Trump administration has been stymied by the government shutdown.

The shutdown - now in its seventh day - also will affect the state's appeal of a decision by the Trump administration to withhold $10.4 million a quarter for as long the state does not turn over the information.

The board and the staff that hear these types of appeals could be furloughed, effectively delaying deadlines . . .
