Gov. Laura Kelly on Wednesday presented her last proposed budget to the Legislature that calls for spending $10.8 billion in state general funds to fully fund public education, earmarking money for special education and providing free school lunches to less affluent students.
The governor also asked the Legislature to invest more money in preserving the state's water supply and devote more money to state hospitals, including the staffing of a new regional mental health hospital in Sedgwick County.
